The two job titles are often used interchangably, but Design jobs tend towards the HTML/CSS/JS/Graphics/Information Architecture end of the specturm, while Web Development tends towards the server side programming/HTTP/HTML end.
To become a good web designer you need creativity, imagination, skills in (usually) Adobe Photoshop, Corel Draw. Besides that, you need to have a sense of color palettes and right usage of these.
To become a web developer you need precision, creativity and logic. Besides that, you have to always be open to new ideas, procedures and methods, as to how to do this or that.
